Stepthen Hemshen is a rebel soldier who lost is family when the Sashion underwent a 'purge' of all 'infidels' in the society. He wasn't in town when this happened, rather outside of town hunting in order to gain honor. When he discovered his town ablaze and his family dead - he was angered and joined the rebellion after a year of trying to find them.
He's an expert shot with a rifle, but does have good hand to hand combat experience. Stepthen, however, doesn't much possess much in terms of emotions. He is very cold, ruthless, and doesn't much care for anyone - which is why he terrorize's Sakura when Lavality takes her in. He doesn't have much of an outlook on life, and thus doesn't treat people, espically children, very well.
